{"id":8843,"date":"2019-04-21T08:06:16","date_gmt":"2019-04-21T08:06:16","guid":{"rendered":"https:\/\/www.georgebutunoiu.com\/blog\/?p=8843"},"modified":"2019-10-30T13:02:07","modified_gmt":"2019-10-30T13:02:07","slug":"cum-ii-evaluati-pe-cei-care-lucreaza-la-stat","status":"publish","type":"post","link":"https:\/\/www.georgebutunoiu.com\/blog\/cum-ii-evaluati-pe-cei-care-lucreaza-la-stat\/","title":{"rendered":"Cum ii evaluati pe cei care lucreaza la stat?"},"content":{"rendered":"<p>Surprinzator de multi sunt cei care inca nu stiu ca firmele de recrutare si fetele din departamentele de HR nu evalueaza competentele tehnice ale candidatilor, cat de bine stiu ei meseria pentru care sunt recrutati, adica. Sau daca incearca, o fac destul de superficial, adesea, pentru ca nu au cum, evident. Rolul nostru si al fetelor de la HR este de a verifica, inainte de toate, daca omu trece de criteriile obligatorii cerute de catre angajatorul final (CEO sau seful departamentului in care va ajunge). Si daca trece, sa vedem daca e destept, prost sau pe la mijloc, cat de frustrat si de arogant este, cum vorbeste si cat intelege, daca se prinde cand ii intinzi o capcana, cat de ingrijit arata si daca are unghiile curate, lucruri din astea. Or, aici, si noi si fetele foarte tinere, atragatoare, curate si frumos imbracate de la HR, suntem mai buni decat cred si decat ar vrea unii dintre candidati.<\/p>\n<p>Daca imi fac totusi o idee despre cunostintele si competentele tehnice ale cuiva, e aproape intotdeauna indirect, cunoscand firmele in care lucreaza sau a lucrat, stiind cam cum se fac lucrurile acolo, cum isi fac ei recrutarile si cum le sunt angajatii, vazand ce parcurs profesional a avut cel cu care stau de vorba, tragand niste concluzii de aici si extrapoland de fiecare data. Niciun client (angajator) nu imi cere vreodata mai mult decat atat.<\/p>\n<p>Functioneaza multumitor, concluziile si intuitiile mele sunt confirmate de multe ori de angajator daca ajunge sa se intalneasca cu candidatul si sa-i evalueze profilul tehnic in amanuntime. Si notez tot ce-mi spune, desigur, dupa care ma duc repede si scriu in banca de date, asa ca la urmatoarea recrutare stiu deja dinainte cum sta omul si cu tehnica.<\/p>\n<p>Cu cei de la stat, insa, evaluarea unor competente tehnice, chiar indirect si superficial, asa cum o facem noi, sau doar intuitiv, e o sarcina absolut imposibila. Nu poti trage nicio concluzie, oricat de neinsemnata, din parcursul profesional al cuiva in companii si institutii de stat.<\/p>\n<p>In marea majoritate a cazurilor, ce se intampla acolo la stat e sinistru din punct de vedere tehnic si managerial, al relatiilor sociale, dar nu numai. Si cand se face ceva aparent bun, nu poti sa nu te gandesti daca nu s-ar fi putut face acel bun la jumatate de pret, sau ceva mult mai bun cu aceiasi bani si intr-un timp mult mai scurt. Ceea ce inseamna ca orice bun de la stat poate sa fie un rau, de fapt, dupa alte standarde. Apoi, nu stii niciodata cine si cum ia cu adevarat deciziile in locurile acelea. Desigur, cand e ceva rau, toti spun ei ar fi facut bine, dar ca partidul a decis. Si invers.<\/p>\n<p>Ma intalnesc cu oamenii de la stat. Multi imi par foarte onesti, pasionati de meseriea lor, dornici sa faca bine. Imi spun cu mandrie cum au facut ei lucrurile, ca au inlocuit o tehnologie cu alta, ca au introdus ceva si ca au scos altceva, ca au schimbat organigrama, ca au facut angajari si ca i-au dat afara pe altii, si cate si mai cate. Cand mi se par bine intentionati ii las sa vorbeasca mult, cu toate ca o fac degeaba. Din ce povestesc, nu-mi pot face nici cea mai vaga idee daca ceea ce au facut din punct de vedere tehnic sau managerial e foarte bine sau foarte prost.<\/p>\n<p>Si nimeni altcineva nu o poate face in acest fel, doar ascultandu-i vorbind despre ce si cum au facut, asa cum faci cu cei din companiile private \u2013 cel putin in prima faza a evaluarii. Pe cei de la stat trebuie sa-i evaluezi altfel din punct de vedere tehnic si managerial, inca de la inceput. Noi am dezvoltat o procedura pentru schitarea profilului managerial al celor de la stat. Pare sa fie foarte eficienta.
